Job Summary:

DT Professionals is seeking a Records Management Analyst to join the team in Port Hueneme, CA. This role provides support to the Naval Surface Warfare Center (NSWC) across multiple command compliance programs. This role supports strategic planning, program execution, audit readiness, internal controls, and regulatory compliance in accordance with Federal, NAVSEA (NAVSEC), NSWC HQ, and local policies and instructions.

Responsibilities:
  • Support Naval Surface Warfare Center (NSWC) compliance programs including Records Management, Execution Review, Support Agreements, Information Resource Management (IRM), Forms and Directives, and Internal Audit/Spot Checks.
  • Manage daily program execution tasking and assist leadership with strategic planning and program implementation.
  • Lead and manage the Command Internal Audit / Spot Check program, including scheduling audits, conducting compliance reviews, identifying findings, assigning corrective actions, and tracking closure.
  • Implement and document business rules to ensure alignment with Federal, NAVSEA, NSWC HQ, and local policies and instructions.
  • Conduct operations analysis and advise leadership on performance metrics, efficiencies, risk areas, and process improvements.
  • Develop, manage, and enhance dashboards, reports, and data visualizations using Power BI to track compliance and program performance.
  • Prepare and deliver monthly Executive Summaries (EXSUMs), Execution Review briefings, and other executive-level PowerPoint presentations.
  • Perform detailed status, resource, and performance analyses to support program prioritization and funding decisions.
  • Process and manage Support Agreements in accordance with governing regulations and track execution status.
  • Ensure command departments maintain current file plans and comply with Records Management requirements.
  • Develop training materials and deliver guidance for Records Management and IRM programs.
  • Draft and maintain Standard Operating Procedures (SOPs) to formalize processes and improve operational consistency.
  • Provide comprehensive oversight of compliance program operations and serve as a subject matter resource on applicable policies and regulatory requirements.
  • Coordinate with cross-functional departments to ensure timely reporting, compliance adherence, and corrective action implementation.
Minimum Qualifications
  • Active Secret Clearance.
  • Bachelors Degree in Business, Accounting, Finance, Economics, or related field.
  • 7+ years of experience supporting DoD or Federal compliance, program management, or operations analysis functions.
  • Knowledge of Federal, NAVSEA, NSWC HQ, and local policy/instruction compliance requirements.
  • Experience managing audits, internal controls, corrective action tracking, or inspection programs.
  • Demonstrated experience developing executive-level briefings, reports, and presentations.
  • Proficiency in Microsoft Office Suite, particularly Excel and PowerPoint.
  • Experience developing dashboards and data visualizations using Power BI or similar business intelligence tools.
  • Strong analytical skills with the ability to interpret data, assess performance metrics, and recommend process improvements.
  • Experience developing Standard Operating Procedures (SOPs) and training materials.
  • Strong written and verbal communication skills, including the ability to brief senior leadership.
  • Ability to manage multiple compliance programs simultaneously and work independently in a fast-paced environment.

The compensation range for this position: $60,000.00 - $70,000.00
