Job Summary:

DT Professional Services is seeking a highly-skilled Senior Systems Engineer to join our team in Arlington, VA. This role will architect, implement, and lead systems engineering efforts supporting the broad scope of PEO Digital and associated Program Offices, enabling cutting-edge IT solutions, network modernization, cloud adoption, and end-to-end systems lifecycle management in compliance with federal and Department of the Navy standards.

Responsibilities:
  • Serve as the senior systems engineering authority for enterprise IT programs supporting NEN, SNIMA, Commercial Cloud Services, EITSS, MCSES, and other evolving PEO Digital portfolios.
  • Lead activities across the full systems engineering lifecycle, including requirements capture, architectural design, technical baseline management, verification/validation, risk assessment, performance analytics, and system integration.
  • Draft, review, and update Systems Engineering Plans (SEPs), requirements traceability matrices, test plans, architecture views, and technical reports.
  • Oversee configuration, change, and release management processes using MBSE tools and methodologies.
  • Provide technical leadership in Systems Engineering Technical Reviews (SETRs), including independent technical risk and compliance analysis.
  • Support the preparation and aggregation of technical documentation for Milestone Reviews, In-Process Reviews, and government briefings.
  • Ensure strict adherence to DoD and Navy acquisition/engineering regulations (e.g., DoD 5000 series, SECNAV standards, NAVWAR program guidance, SPAWARINSTs).
  • Implement model-based systems engineering (MBSE) and DevSecOps strategies, ensuring interoperability and technical alignment with evolving enterprise frameworks.
  • Maintain continuous awareness of emerging policies, directives, and systems engineering best practices; incorporate continuous improvement and alignment to strategic frameworks.
  • Perform comprehensive documentation and analysis of engineering change requests, audits, and configuration baselines.
  • Lead or collaborate in stakeholder working groups, technical IPTs, and process improvement forums to identify, evaluate, and insert new technologies supporting Navy digital transformation.
  • Develop and mature DoDAF-compliant enterprise and solution architecture models; participate in cloud solution and architectural roadmap development, legacy system modernization, and integration of advanced network/service technologies.
  • Conduct technical reviews of new product introductions, COTS/GOTS integration, risk assessment, and support ongoing cybersecurity, network, data center, and unified communications modernization initiatives.
  • Mentor engineers and junior technical staff; provide technical guidance and thought leadership to cross-functional teams and government stakeholders.
  • Communicate complex technical concepts through clear presentations, briefings, white papers, and program documentation.
  • Support organizational change management and training efforts for new engineering solutions and practices across the enterprise.

Minimum Requirements:
  • Active DoD Secret Clearance or higher.
  • Master’s degree or higher in a related field.
  • Minimum of 10 years of professional experience performing advanced systems engineering (including requirements engineering, architecture, integration, test/evaluation, and lifecycle management) on large-scale DoD, Navy, or federal IT/engineering programs.
  • BOTH of the following certifications are REQUIRED:
    • DAWIA Level III in Systems Engineering (or equivalent certification or demonstrated military experience, as recognized for this procurement).
    • ITIL Foundations v3 or v4 certification.
Preferred Qualifications:
  • Demonstrated expertise with MBSE, DoDAF, and advanced systems engineering methodologies/tools (e.g., Cameo, MagicDraw, IBM Rational).
  • Deep knowledge of the DoD acquisition lifecycle, technical reviews (SETR), risk management, configuration management, and requirements traceability.
  • Hands-on experience in digital/cloud transformation, engineering support for ITSM, network architecture, and cybersecurity enablement within DoD/Navy programs.
  • Superior problem-solving, analytical, and project leadership skills; ability to synthesize complex technical requirements and lead technical teams to successful solution delivery.
  • Excellent written and verbal communication skills; adept at translating technical content for both technical and non-technical audiences, including policy and strategic recommendations.
  • Proven ability to drive innovation, process improvement, and continuous learning within diverse engineering teams.
